18th September 2016 – Result of the Vote

On Thursday 15th September the people of Brighstone Parish voted on whether or not the Brighstone Parish Neighbourhood Plan should be adopted by the Isle of Wight Council as part of the Island Plan.

There was a 22.56% turn out with 324 votes cast.
Votes Yes-293 (90.5%)
Votes No-31 (9.5%)

This resounding YES vote means that the Brighstone Parish Neighbourhood Plan 2016-2027 will now be an integral part of the Island Plan and will be used as part of the determination of all planning applications which come forward in the parish.

The plan can be accessed at www.iwight.com/brighstonendp and hard copies will soon be made available to view.

15th September 2016 – Vote on the Plan today

The referendum takes place today. The question that will be asked is “Do you want Isle of Wight Council to use the Neighbourhood Plan for Brighstone Parish to help it decide planning applications in the neighbourhood area?“. Voting is from 7 am to 10 pm at the Methodist Church.

18th July 2016 – Date for Neighbourhood Plan Referendum

The IW Council have set the date for the referendum into the draft plan for Thursday 15 September 2016. Further information relating to the referendum will be published on the council’s website and in Brighstone Library from 3 August onwards

17th June 2016 – Neighbourhood Plan to proceed to Referendum

At its meeting on 9 June 2016 the Isle of Wight Council’s Executive unanimously agreed to take the proposed Brighstone Neighbourhood Development Plan forward to a referendum. This is likely to take place in September but the date is not finalised as yet.

21st May 2016 – Final Wording Agreed

The final wording of the Neighbourhood Plan has been agreed with the Local Planning Authority and has been ratified by the Brighstone Parish Council. The Local Planning Authority are recommending that the plan proceeds to referendum and the IWC Executive will consider this at their June meeting.

14th April 2016 – Milestone Reached Examiner’s Report has been Published

The Independent Examiner has published their report on the Brighstone Parish Neighbourhood Plan.  It is available to view by clicking here.  The Examiner’s role is to assess whether the NP, as drafted, meets the Basic Conditions test and then to make recommendations regarding the wording of the policies of our plan if they have any concerns.  The Steering Group and Parish Council accept some of the recommendations in the Examiner’s Report, but there a number which we believe warrant challenge and further discussion.  The final decision on the Basic Conditions test rests with the Isle of Wight Council as the Local Planning Authority.  We believe that there is scope to work with them to achieve a final form of words which both matches the objectives and views of our community and addresses issues raised by the Examiner in their report.  It is our intention to do this over the next few weeks.

Delay to referendum – Originally we had hoped that the Isle of Wight Council would give the go ahead for a referendum in July.  However, due to the need to enter in final negotiations, this will now be delayed.  As the Council do not hold ballots during the major school holidays, it is now likely that the local vote will take place in mid to late September.

The IWC public consultation has finished and all the Neighbourhood Plan documents have been sent to the Independent Examiner. We are awaiting the examiner’s report which we hope will be available by mid April.

IWC have confirmed that the public consultation will run from Friday 15 January for a period of 6 weeks until midday Monday 29 February.

The proposed Neighbourhood Plan was submitted to IWC on 7th Jan having been ratified by the Parish Council on 6th Jan. This is a significant milestone. The IWC will hold a six week public consultation probably starting on Friday 15th January. If the community votes in favour of the Plan it will then become part of the Island Plan and will be used as part of planning decisions.

Printed copies of the plan may be borrowed from Sue Chorley (740736) and John Cirrone (740440) and can be viewed at the Library and Exchange during opening hours.

Why Are Your Comments Important?

Comments at this stage of the process are important to check that the Plan reflects majority views.

The Steering Group will re-examine the Draft Plan in the light of these comments and possibly make changes.   (A record will be made of how we have responded).

However our Plan must be based on local evidence and conform with both National and Local Planning Laws.

The Draft Plan is Almost Here – we are aiming to publish it during October
Consultation
Every household will get a leaflet detailing where to see the draft plan and how to comment on it. There will be a six week period during which everyone in the parish can comment.
Events
During the six weeks, we intend to hold two events (at the Wilberforce Hall on Nov 7th and Seely Hall on Oct 24th) where you can see the Draft Plan, talk to Steering Group members and give your comments.

27th June 2015

The Draft Brighstone Parish Neighbourhood Plan will be ready for a six week consultation later this summer. Every household will get a leaflet detailing where to see the draft plan and how to comment on it. Please check here for the early drafts of the policies. During the six weeks, there will be two events (at the Wilberforce Hall and Seely Hall) where you can see the Draft Plan, talk to Steering Group members and give your comments.

The Isle of Wight Council have reviewed the Island Plan Core Strategy for Housing and have proposed changes to policy SP2. A consultation is open see http://www.iwight.com/consultations/. The consultation suggests some changes to the wording describing housing in Rural Service Centres which may have implications for the Neighbourhood Plan.  The Neighbourhood Plan Steering Group are considering this and will be submitting comment as part of the consultation process.

The policies of the Neighbourhood Plan will be drafted over the next couple of months. The plan will be checked over by IWC and then there will be a six week chance for residents and other consultees to comment this summer.

An audit of local green space/open space will be conducted in April/May. We need more help. Please contact us neighbourhoodplan@brighstoneparish.org  if you would like to be involved with this.

Sadly only 9 people attended the Brook event. Thanks for comments made on the forms – they are being typed up and will be discussed at the next Steering Group meeting on 17th March.

Analysis of residents replies on “Jobs and the Economy” shows that the community want tourism/leisure/craft, farming/small holdings, working from home, community services and pubs/restaurants/cafes to be encouraged. There will be further discussions on “Jobs and the Economy” at our next meeting (16th December) alongside our initial consideration of Traffic and Transport issues.

So that we can get the most from the Consultation Days we have decided to postpone the date we had planned. Analysis of the Residents Survey is taking a little longer than we thought and we wish to get the best from the consultation that we can.

26th October 2014

Our Neighbourhood Plan Process is now in full swing. The aim is to arrive at a community consensus for Brighstone Parish for the next 10 – 15 years and then to write policies to express this. Continuous consultation is essential and the community are being asked for feedback, ideas and comments as we progress.

The next Consultation Days will be:

Wilberforce Hall Sat 29th Nov. 9.30am to 2.30pm

Seely Hall Sat 6th Dec. 9.30am to 2.30pm

 The results of the Residents Survey will be available and we need to gauge reactions to these together with the Housing and Young People’s surveys. At these events, Parish residents will be asked to build on the findings so far by registering their reactions, thoughts and ideas with the Steering Group.

Please do come along to one of these events with your suggestions, wishes and hopes for any aspect of life in the parish, not just those requiring planning consent. Everything can be recorded at this stage. Later, ideas will be sorted and followed up to see if they are valid matters to include in the finished Plan with enough consensus to take them forward as policies or projects.
